Is it the impact of climate change or weather manipulation? Or Both? One must make its own judgement. Spain is under emergency and the human crisis continues around the world. Valencia a place where is now flooding has been a place of speculation in the past.
On May 19, 2015 there was a Parliamentary question classified as - E-007937/2015 at the European Parliament. It was entitled,‘Chemtrail’ method of military geoengineering for changing the climate. Environmental and health risks and commercial reasons for participating in climate policies.It was found that in the areas of Murcia and Valencia and the province of Almeria had extreme weather condition due to the fact that the San Javier military was spraying chemicals where aircrafts were taking off from their airport.This was confessed by four employees of Spain’s Meteorological Agency.
The event called gotta fria which was mentioned in the question above in 2015. This gota fria is no longer a rare event but a manipulated one. Gota fria means cold raindrop. The government questioned by Ramon Tremosa i Balcells whom was a former Member of the Parliament of Catalonia:

Fast forward almost a decade later and look what are the results. Considered one of the worst natural disasters. So far there has been over 100 people dead from mudslides and the weather chaos in Valencia, Spain. The irony is that the military sprays the chemicals and then cleans up the mess. Who is being held accountable for this chaos knowingly that the Government knew about the weather manipulations.The people did not get a warning from the Government. People still trapped in streets
